We are starting new pediatric service line for ENT. Is giving PO Midazolam in pre-operative area to pediatrics considered procedural sedation? Cardiac monitoring?

From my limited experience in pediatrics, it is. I did have an anesthesia resident administer versed, not inform the nurses, and the infant did have bradycardia and bradyepnea. When the parents did say something, he was dusky. There were no ill consequences after he was roused. These patients are very vulnerable.
When I have worked in peds pre-op, they at least have a continuous pulse oximetry
